What Is OCEV?

According to California Bill No. 1271 (SEC.2312.5(d)), certain vehicles are specifically excluded from being classified as electric bikes under this code. These vehicles are categorized as Out of Class Electric Vehicles (OCEVs) for the following reasons:

  1. Highspeed Potential: Vehicles with two or three wheels that are designed by the manufacturer to be modifiable for speeds greater than 20 miles per hour on motor power alone or exceeding 750 watts of power.
  2. Post Sale Modifications: Any vehicle that has been modified to attain speeds greater than 20 miles per hour on motor power alone or to exceed 750 watts of power.

These exclusions ensure that only properly classified e-bikes can be markets as such, maintaining safety standards and regulatory compliance. Riders of OCEV's should be aware of the different legal requirements and responsibilities associated with these vehicles.
